Norris is an internationally recognised entrepreneurship scholar, educator, speaker, and ecosystem builder whose work connects research, policy, and practice. His research and advisory work have significantly influenced the evolution of ecosystem-based policy frameworks and has been foundational in advancing how governments, institutions, and ecosystem actors globally build more adaptive, resilient, and high impact innovation-driven entrepreneurial systems.

His research examines entrepreneurial intentions and mindsets, experiential learning, entrepreneurial ecosystems, innovation and entrepreneurship policy. He has published in leading journals, including Academy of Management Learning & Education, Decision Sciences, Journal of Business Venturing, Entrepreneurship Theory and Practice, Entrepreneurship & Regional Development, and Family Business Review. Several of his articles rank among the most cited in their respective journals, and he has been included in the Stanford–Elsevier ranking of the world’s top two per cent of scholars by research impact.

Norris has contributed to initiatives led by the OECD, European Union, US Small Business Administration and its Office of Advocacy, International Economic Development Council, and Danish Foundation for Entrepreneurship. He has held elected and leadership roles within the Academy of Management and International Council for Small Business and served as an External Fellow of the Max Planck Institute of Economics.
